UP Accelerates Development of Five Textile Parks Under Sant Kabir Textile and Apparel Park Scheme

More than 326 acres identified across five locations as Uttar Pradesh advances textile manufacturing infrastructure projects

The Uttar Pradesh government is progressing with the Sant Kabir Textile and Apparel Park Scheme, which includes the development of five major textile parks in Varanasi, Amroha, Bareilly, Sant Kabir Nagar and Bijnor.

According to officials, more than 326 acres of land have been identified for the projects, and the transfer of all land parcels has received Cabinet approval.

Under the scheme, textile parks will be established on 75 acres in Ramna (Varanasi), 79.825 acres in Amroha, 79.580 acres in Baheri (Bareilly), 39.490 acres in Maghar (Sant Kabir Nagar), and 52.910 acres in Najibabad (Bijnor).

All projects will be developed under the Public-Private Partnership (PPP) model. The government aims to attract investments through the initiative while creating employment opportunities across the state.

For the Ramna project in Varanasi, notification of the constitution of the development authority has already been issued, and the land transfer process has been completed.

The Northern India Textile Research Association (NITRA) has submitted the pre-feasibility report for the Varanasi park. Revised pre-feasibility reports for the remaining four parks are currently being prepared and will be finalised after incorporating suggestions received from industry stakeholders.

To support the development of the Ramna Textile Park, work related to the construction of the connecting road is progressing. The tendering process for road construction is expected to be completed following the completion of contractual formalities.

For power infrastructure, plans have been prepared for a 132 kV substation, transmission lines and a 33 kV dedicated line to ensure uninterrupted electricity availability within the park.

The Uttar Pradesh government is also focusing on environmental compliance for the projects. Processes related to environmental clearances, groundwater usage approvals and no-objection certificates from the Forest Department are underway.

At the same time, PPP-based tender documents are being prepared for the selection of master developers for the remaining four parks.

Officials indicated that the government has received a positive response from industry stakeholders and expects investment proposals for the projects.

The state government views the Sant Kabir Textile and Apparel Park Scheme as an initiative to strengthen Uttar Pradesh’s textile manufacturing ecosystem, including ready-made garments, technical textiles and export-oriented production.

The projects are expected to generate employment opportunities and contribute to the state's broader industrial development objectives.
