Bihar Clears US $15.8 Million Industrial Projects; Includes Muzaffarpur Garment Manufacturing Unit

The Bihar government has approved land allocation for several new industrial units across the state to promote industrial development and job creation.

The projects, which include a textile plant, among other avenues, are expected to attract around Rs. 150 crore (US $15.80 million) in investment and generate approximately 3,200 direct jobs.  These units will be set up in different districts, with production likely to begin by 2027 after completion of construction.

In this context, Mumbai-based apparel manufacturer SAPL Industries Private Limited has received approval to set up a garments manufacturing facility in the Muzaffarpur district. The facility – to be developed on nearly 1.8 acres of land – is set to emerge as the largest employment generator among the various projects, with an estimated investment of Rs. 30 crore (US $3.16 million) and the potential to create around 1,500 direct jobs.

The decision was taken at a meeting of the Project Approval Committee of the Bihar Industrial Area Development Authority (BIADA) under the state’s Industry Department.

The state government is focusing on improving infrastructure, enhancing connectivity, and simplifying policy frameworks to attract investment, with the broader objective of positioning Bihar as a competitive hub for textiles and apparel. The initiative is being viewed as a key milestone in advancing industrial growth and employment opportunities in the state.

“The state is focusing on transparent land allocation to investors while ensuring improved connectivity and infrastructure. Developing industrial zones with better facilities is our priority, and we are committed to creating an investor-friendly ecosystem in Bihar,” said Kundan Kuma, Secretary Industries Department.

Another readymade garments unit was approved for Muzaffarpur last year to be developed by Gogreen Apparel Limited with a private investment of Rs. 23.36 crore (US $ 2.64 million). It will have the capacity to produce 5.5 million garments annually.

This step is among a series of steps that the state has taken to attract industrial development and create meaningful employment opportunities. The state government has designated the textile and leather industries as high-priority to drive job creation, attract private investment and strengthen the economy, driven by the Bihar Industrial Investment Promotion Policy (Textile & Leather) 2022.
